Coleen O. Murray has over 28 years of experience in the design and construction industry, specializing in contract compliance for large-scale programs.
As a Contract Compliance Manager at TSIB, Coleen coordinates compliance activities among project stakeholders and oversees compliance programs including:
- Compliance program management
- Project-specific requirements
- Project setup and early-stage alignment
- Documentation and reporting
- Regulatory compliance oversight
- Daily reporting and audit-ready record maintenance
Prior to joining TSIB, Coleen managed compliance activities for major capital programs, including Delta Air Lines $4B terminal redevelopment program at LaGuardia Airport. In this role, she coordinated with Delta, the PANYNJ, construction management teams, and prime contractors to track and validate project documentation, deliverables, and reporting.
In addition, Coleen supported requests for proposals, procurement and contract documents, scopes of work, financial and audit reports, and MBE/WBE reporting. She developed and maintained critical activity and risk logs for project teams and stakeholders and contributed to presentations and onboarding processes for construction staff.
Coleen has worked on complex, phased construction programs in active operational environments, including public, commercial, healthcare, and institutional projects. Her experience includes the PANYNJ LaGuardia Airport Terminal B Redevelopment Program and the United Nations Capital Master Plan.
Coleen holds a Master of Science degree and Graduate Certificate in Construction Management from the NYU Schack Institute of Real Estate and a Bachelor of Arts degree in Liberal Arts from SUNY New Paltz.
