Industrial and Commercial Abatement Program (ICAP)
  • Carrying out ICAP MWBE requirements can be resource-intensive and time consuming. Firms that don’t have the staff and/or the expertise can quickly become overwhelmed.
  • Increased application scrutiny and solid evidence of compliance activities are now expected. The NYC Department of Finance may deny, reduce, suspend, revoke, or terminate any ICAP benefits if the recipient fails to comply with the program’s requirements.

Section 3

This program has 3 distinct requirements: Section 3 Workers, Section 3 Targeted Workers, and Section 3 Business Concerns.

Contracts have benchmarks for each of these requirements. If they are not met, Contractors and Trade Partners must conduct additional efforts and provide documentation. This is in addition to the verification of Section 3 eligibility and detailed reporting requirements.
